Pennsylvania CTE Update: New Approved Web & IT Certifications

Steve Waddell • January 27, 2025

We are happy to share great news for Career and Technical Education (CTE) leaders across the Keystone State. The Pennsylvania Department of Education’s Bureau of Career and Technical Education (BCTE) has officially expanded its list of approved industry-recognized certifications. This update opens a powerful new door for students in Information Technology, Digital Multimedia, and Web Design programs by greenlighting credentials from Web Professionals Global.

For Pennsylvania directors and instructors, this isn't just another test on a list—it is a bridge to a global professional association that has been the gold standard in web standards since 1996.

The Newly Approved Pennsylvania Credentials

Under the category of Information Technology/Web Page, Digital/Multimedia & Information Resources Design, the BCTE now recognizes the following certifications:

  • Certified Web Designer
  • Certified Web Animator
  • Certified Web and Mobile Game Designer

On official state documentation, you may see these listed as Certified Web Professional (spanning Apprentice, Associate, and Professional levels).

A Note on Branding: Some state lists may still reference the World Association of Webmasters (WOW). Please note that this is the exact same organization; they simply rebranded to Web Professionals Global in 2022 to better reflect the diverse, modern landscape of the internet economy.

Why This Approval is a Game-Changer for PA Districts

What separates these certifications from "generic" testing products is the organization behind them. Web Professionals Global is not a testing company—it is a vibrant international professional association.

When your students sit for these exams, they are being evaluated by the same organization that founded the SkillsUSA Web Design and Development national competition in 2004. This is a community of working designers, developers, and eCommerce experts who are in the trenches of the industry every day.

The "Human-Centric" Industry Advantage

In an era where AI is shifting the landscape of technical work, these certifications focus on the Human-Centric STEM skills that matter most: critical thinking, professional ethics, and high-level design logic. By earning these credentials, Pennsylvania students aren't just proving they can use a tool; they are proving they belong to a professional community dedicated to education and career growth.

Meeting Chapter 339 and Perkins V Requirements

For CTE Directors, this approval is a vital tool for meeting Chapter 339 compliance and Perkins V performance indicators. These state-recognized credentials provide:

  1. High-Wage, High-Demand Alignment: Web and mobile design roles remain some of the fastest-growing sectors in the Pennsylvania economy.
  2. College and Career Readiness: These certifications carry weight on college applications and resumes, signaling to employers that the student has met international industry standards.
  3. Measurable Outcomes: Having state-approved certifications allows districts to clearly track and report student success to the PDE.

The "Learn and Earn" Partnership: Reducing Barriers

At CTeLearning, we believe that "Hardware Equity" and financial accessibility are the keys to student success. That is why these certifications are supported by our unique Learn and Earn partnership with Web Professionals Global.

Through this partnership, we provide a "Virtual Apprenticeship" curriculum that prepares students directly for these exams on any device—including Chromebooks. Most importantly, this partnership allows many students to qualify for certification scholarships, potentially making these professional credentials completely free for the learner.

Taking the Next Step for Your Program

This is a significant win for Pennsylvania’s digital workforce. By integrating these newly approved certifications, you are giving your students a head start in a competitive global market while ensuring your program remains at the cutting edge of state standards.

Is your program ready to offer these state-approved credentials?

We are here to help you navigate the implementation, from curriculum alignment to scholarship applications. Let’s work together to ensure Pennsylvania students are the most "Career Ready" in the nation.
